“大国思维”还表现于对政府改革之坚守、信心、拓宽与长袖善舞。环顾后危机时代的西方大国俱乐部，具改革文化、善于改革者生，不思改革或无力改革者则面临沦为“小国”之命运。在改革面前一筹莫展的政府，都很难再被称为大国政府，“不作为”将使之坐吃山空，成为乏善可陈的“小政府”。
